Support for the Laval Environmental Citizen Mobilization Coalition
TheLaval Citizen Environmental Mobilization Coalition (CMCEL) ask for your help. Last year, the city of Laval presented a motion to modify the zoning of agricultural land to allow the construction of a “Cité du cinéma” complex.
The CMCEL has published aPress release the 18 December 2023 to denounce what was happening. They also launched a petition.
The issue is the modification of the zoning, as well as the presence of obstacles to the democratic process. The city of Laval actually seems to have removed citizens from the possibility of requesting a referendum on this issue.. Many citizens are troubled and are calling for a review of the process surrounding the project.
MARE wishes to provide support and assistance for the protection of the land on which the project is to be built. We believe that other alternatives can be found in this case. We support the CMCEL and hope that you will sign the petition and if possible, will participate in the session of 30 January.

The Laval Environmental Citizen Mobilization Coalition
takes legal action
In January 2024, MARE gave its support to the Environmental Citizen Mobilization Coalition of Laval (CMCEL) in the Cité du cinéma file and invited you to sign a petition on this subject.
Because the zoning change was carried out without the possibility of a referendum and without an environmental assessment, the CMCEL begins a legal process to prevent this from happening again elsewhere.
Here are extracts from aPress release published by the CMCEL on 27 May.
“The CMCEL announces its official support for the citizen groups of Saint-François as well as the citizens of Laval in their efforts to defend their rights to the referendum approval process and public consultation. This initiative is part of a context where the project also known as the Cité du cinéma, offered by the company Trudel Studios inc., has aroused keen interest since 2022, making the support of the CMCEL all the more essential for the public interest.
The CMCEL filed a request for judicial review and annulment of regulations, with citizens of Saint-François, thus reaffirming its commitment to ensuring that the voice of citizens is heard and respected in decisions affecting their community. This legal process, filed on 24 May 2024 at the Laval Courthouse, aims to ensure that the democratic process is fair and transparent.“
